The first edition of the American Association of State Highway and Transportation Officials (AASHTO) Partnering Handbook was published in 2005. That edition was written in the context of traditional design–bid–build project delivery, where projects were awarded to the lowest bidder. Since then, though, transportation departments have begun alternative contracting methods — design–build, construction manager/general contractor, construction manager at risk, etc. — more often. To make integrate changing collaboration principles into standard business practices, AASHTO’s Committee on Construction has updated the handbook.
