The Waste Management Agency Executive Director plans, organizes, directs, and oversees all activities and functions of the Agency as required by AB 939 regulations as well as city, county, required by AB 939 regulations as well as city, county, and joint power authority agreements regarding composting, marketing, material recovery, household hazardous waste, organic waste composting, source reduction, and public education.
This position requires extensive knowledge of the state and federal laws related to recycling and solid waste management, and uses considerable independent judgment and discretion in staff supervision, delegated project administration and management, and the prioritization and coordination of SCWMA mandates, goals, and objectives. The Executive Director will work with the SCWMA Board of Directors to formulate the long range goals of the Agency and develop plans to accomplish these goals.
The new Executive Director will be an exceptional leader who possesses:
• A thorough understanding of the current issues related to AB 939 legislation and regulations.
• Extensive experience in recycling, waste management, and/or composting.
• Demonstrated experience developing creative and alternative solutions to administrative, management, and fiscal challenges.
• An ability to manage a complex project that includes the management of consultants, operators, and the effective engagement of permitting agencies.
• Experience discussing and explaining recycling and waste management plans, programs, and projects at community meetings including administrative, legislative, and public hearings.
• Excellent interpersonal and communication skills with a proven ability to effectively manage supervisors, lead teams, and collaborate with multiple agencies and the public.
